Goa Education Minister Atanasio (Babush) Monserrate was detained on Saturday, at Mumbai airport.

Goa Education Minister Atanasio (Babush) Monserrate was caught with huge amounts of Indian and foreign currency beyond permitted limits for passengers traveling abroad and was about to board a flight to Dubai.

The Air Intelligence Unit (AIU) detained him for carrying undeclared foreign currency
AIU officials said that minister was carrying foreign currency worth Rs 1 crore and 80,000. Apart from that, he was also carrying Rs 24 lakh.

"In addition to it, we have also seized some dinars and expensive items from him
As per Indian laws a passenger can carry currency worth 5,000 dollars without Reserve bank of India (RBI) permission. "Within that too, only 2,000 dollars can be carried as currency. The rest has to be carried in form the form of cheques,"

"For any amount more than that, one needs permission from the RBI

He currently has 14 criminal cases pending against him, including an attack on a police station in Panaji in 2009.

Mr. Monserrate was earlier with United Goan Democratic Party but recently joined the Congress. He represents the Taleigao constituency which borders Panaji.

Now the questions are

Why Goa Minister was going to Dubai?
From where Goa Minister Atanasio (Babush) Monserrate got the foreign currency?
Was it black money?
Was it money of the D gang?

Monserrate's elder son Rohit was arrested in 2009 for allegedly raping a minor German girl in Goa.
