Union Health Minister Harsh Vardhan on Thursday defended the removal of AIIMS Chief Vigilance Officer Sanjiv Chaturvedi saying he was "not eligible" for the post.

one of the several people who raised questions about the posting of Chaturvedi as CVO at AIIMS just after he took action against the Himachal Pradesh-cadre IAS officer posted as deputy director was the Bharatiya Janata Party (BJP) Member of Parliament (MP) from the same state, J P Nadda. He is now a general secretary of the party.


Chaturvedi was removed from his post yesterday with the Health Ministry citing no reason for the decision. The charge of his office has been assigned to Joint Secretary and CVO of Union Health Ministry, Vishwas Mehta.

Who is Sanjiv Chaturvedi?
The tenure of Chaturvedi, a Haryana cadre forest service officer of 2002 batch, was fixed for four years and was to have lasted till June 2016.

The officer, Sanjiv Chaturvedi, a forest officer with a reputation as a whistle-blower, was brought on central deputation to AIIMS after a rare instance of multiple orders by the President of India to rescue him from persecution by the Hooda government in Haryana for blowing the lid off several multi-crore scams in the forestry sector.

He is a one of the honest officers India got , who has unearthed many scams , where ever he is transferred he gets transferred as corrupt politicians and government officers fear him and does not want him in their department.

Sanjiv Chaturvedi had unearthed a record number of corruption and financial scams in his two years at the country's premier hospital, in the middle of his tenure.

The CVO Sanjiv Chaturvedi has completed only a little over two years of his four-year tenure. During these two years, the officer has been ranked 'outstanding' by the same ministry - the best a central service officer can get.

He was appointed on July 7, 2012. Orders relieving him were passed on the minister's instructions on August 14 this year.

When Prime Minister was Manmohan Singh it was decided that any move to shift the particular officer should only be made after the PMO and the cabinet secretary had cleared the decision.
These orders still stand. The Central Services Board also demanded that the government find out who in the ministry had tried to transfer the officer. The ministry backed off and committed on record to retain Chaturvedi at the post.

Defending his continuation as the CVO of AIIMS, the joint secretary in the health ministry wrote on record, as late as May 25 this year that "the performance of Shri Sanjiv Chaturvedi has been exemplary and he is known for absolute integrity.
He has been instrumental in exposing corruption and based on his findings inquiries have been initiated against some officers by agencies like CBI."
He added the officer had recorded an unprecedented number of penalties and disciplinary proceedings in his two years as CVO.

Business Standard reported that Business Standard has reviewed papers pertaining to these and several other cases that involved unauthorized sub-letting, sexual harassment cases, fake certificates, false property certificates, single-tender purchases, and misuse of government property. More than 20 such cases are at critical stages of action.

Business standard reported that another set of documents that proves it is not only the health ministry that accepted Chaturvedi as the vigilance officer of AIIMS; even CVC had accepted the appointment. A series of correspondence shows that CVC reviewed, as well as approved, all the anti-graft actions taken by Chaturvedi during his two years as CVO. Under the law, CVOs are required to get their actions against corrupt Grade-An officials vetted by both CVC and the health minister. CVC's last such letter to Chaturvedi as CVO was written on May 28 this year.
This is the one where minister Vardhan, as president of AIIMS, waived even the already diluted minor penalty for corruption charges against a professor.

The Bharatiya Janata Party spokesperson had said Chaturvedi's designation was not high enough for the CVO post. But the CVC manual (which also governs profit-making institutions of the government) says that deputy secretaries (Chaturvedi's designation) can hold the post of CVOs.

Union Health Minister Harsh Vardhan on Saturday tried to justify removing the chief vigilance officer (CVO) of All India Institute of Medical Sciences (AIIMS) by saying, "Mr Sanjiv Chaturvedi's designation as CVO was opposed by the Central Vigilance Commission (CVC) in 2012 and 2013."

A day earlier, the minister had tweeted: "Sanjiv Chaturvedi twice rejected by CVC. His continuation as CVO irregular & indefensible. CVC's unattended concerns addressed at last [sic]."

However, some internal health ministry and CVC documents, which have been reviewed by Business Standard, reveal that the statement is false.

Vardhan himself acted upon Chaturvedi's recommendations as the AIIMS CVO in at least one corruption case unearthed by the latter. On June 30, Vardhan let off a professor with a mere warning, instead of approving a major penalty (which leads to dismissal).
 

Once again now he has been transferred before exposing any new corruption.

Now question is can Prime Minister Modi will reappoint the Honest Officer Sanjiv Chaturvedi AIIMS Chief Vigilance Officer
