Exposed Rs.1410 Crore-Memorial Scam in  Uttar Pradesh by Lokayukta

Lokayukta  Justice (retd) NK Mehrotra in his report said that around Rs 4,188 crore was spent on the purchase and finishing of stones for the construction of Dalit memorials and around 35% of it was siphoned off by  politicians, bureaucrats, engineers, accountants and contractors.

The misappropriation was in the form of overspending of public money

The Lokayukta said when the construction work began, the rate of pink stone was between Rs 40 and Rs 50 per cubic feet but accused fixed it 150 per cubic feet.

The overspending of over Rs 1,410 crore was computed on the extra Rs 50 per cubic feet siphoned off from the treasury of  citizens of India.

That time government was headed by BSP leader Mayawati.

Lokayukta said that PWD minister NassemuddinSiddiqui and mines minister Babu Singh Kushwaha are two accused in the scam

He  recommended that an FIR be lodged against the two.
He said that Rs 1,410  crore should be recovered from them.
The report has recommended a probe against 199 others who were involved' in the scam

the Lokayukta recommended recovery of 30% of the amount from the two ministers, 15% each from CP Singh and SA Farooqui and 15 engineers who fixed the rate of sandstone without any tender or quotation and 5% each from the accountants.

List of 199 accused includes

BSP MLA Ramesh Chandra Dubey

2)  
Two former BSP MLAs, Anil Kumar Maurya, and Sharda Prasad

3)  
two advocates

4)  
57 engineers

5)  
20 consortiums

6)  
60 marble supply firms

7)  
37 accountants

8)  
eight others

The Lokayukta report recommends FIR against  two former ministers, former Nirman Nigam MD CP Singh, joint director, mining, SA Farooqui and 15 engineers who fixed the rate for the purchase of sandstone from Mirzapur.

The Lokayukta  report has been sent to Chief Minister Akhilesh Yadav who will decide on the action to be taken, including lodging FIR's against Siddiqui and Kushwaha.

Reform required is  Lokayukta should be allowed to directly file a FIR and should be allowed to choose his own team of police officers to investigate the case.

Toothless Powerless Lokayukta equals no Justice and no scope for punishments.
