Year – 1997

The Jalgaon municipal council (JMC) in 1997 floated tenders for the construction of 11,000 affordable houses in the city.

Media reported that JMC was controlled by Jain.

11 builders submitted tenders.

The Jalgaon municipal council [JMC] at the last moment amended basic conditions.
Because of this only 2 tenders were in the competition
Khandesh Builders, a front for Jain
Golani Developers.

After this Golani's tender was rejected on technical grounds.

Later it was found that a loan secured from the housing and urban development corporation was illegally transferred to the name of the firms controlled by Jain.

JMC's then chief executive officer, Pravin Gedam, on February 3, 2006, lodged an FIR against 90 councillors, who were JMC members between 1995 and 2006.

Gedam found that of the 11 sites selected for the project, five did not belong to JMC, while on the remaining four sites; there was reservation for playground, hospital or primary school. Above all, Gedam found that there was gross misuse of the Rs 22 Crore mobilization advance given to Khandesh Builders.

When the contract was granted Deokar was JMC chairman.

On Monday Jalgaon police arrested Nationalist Congress Party (NCP) leader and minister of state for transport and agriculture Gulabrao Deokar  for alleged involvement in a 15-year-old Rs 46 Crore mass housing scam.

Shiv Sena legislator Sureshdada Jain, who have been arrested by the Jalgaon police.
While Jain has been granted interim bail owing to his ill-health.
