Ex Health Minister Anbumani Ramadoss chargesheeted by CBI for abusing his official position and under prevention of corruption act

Mr. Ramadoss was the Union Minister of Health and Family Welfare from May, 2004 till April 2009 in UPA-I




Today Ex Union Health Minister Anbumani Ramadoss was today chargesheeted by CBI in a Delhi court for allegedly abusing his official position.

Mr. Ramadoss, Mr. Rao, Mr. Kumar and the two doctors of Safdarjung Hospital have been charged under
section 120-B (criminal conspiracy) of the IPC along with offences under the Prevention of Corruption Act.

Mr. Bhadoria and other four have been charged with offences of cheating and forgery. Mr. Bhadoria has also been charged under the Prevention of Corruption Act.

The 36-page chargesheet named
the PMK leader and nine others including two senior government officials and two doctors of Safdarjung Hospital in New Delhi and five persons associated with the private hospital in Indore.

7.    Suresh Singh Bhadoria, Chairman of Index Medical College Hospital and Research Centre (IMCHRC)

8.    Dr. S K Tongia, ex-Dean of the college

9.    Dr. K K Saxena, Medical Director of the college 

10.    Nitin Gothwal and Dr. Pawan Bhambani

Nature of Crime what he did?

He allowed an Indore-based medical college to go ahead with
admissions without having sufficient faculty and clinical material.
accused conspired with each other in permitting IMCHRC admission for second year despite the fact that the Medical Council of India (MCI) and a committee appointed by the Supreme Court had "repeatedly recommended" that IMCHRC was not having sufficient faculty and clinical material required as per the MCI norms.

In 2008 Mr. Rao was the  Deputy Secretary in MHFW and all files related to grant of permission/renewal of a medical college used to go to the competent authority through him.

Sudershan Kumar was the section officer in the ministry.

The society was given permission for establishing a new medical college for academic session 2007-08 by a September 28, 2007 letter with the approval of Mr Ramadoss for a period of one year.

May 2008 - For the renewal purpose MCI conducted an inspection where several deficiencies in teaching faculty and bed occupancy were observed.

After this the executive committee and adhoc committee, appointed by the Supreme Court,recommended to the Ministry of Health and Family Welfare for not renewing the permission

Later a team constituting Dr J S Dhupia and Dr D K Gupta was formed and they were directed to inspect the IMCHRC and file their report by eptember 25, 2008

They gave favorable report, in report they said that there was adequate strength of faculty for admission of 100 MBBS students and other facilities for 150 students in IMCHRC

The report was sent to Rao and after processing it, Rao and Sudershan Kumar obtained approval of Ramadoss on it.

October 2008 –
But MCI got the doubt and the MCI suo-motu conducted another inspection of the college and the team found that there were deficiencies including shortage of teaching faculty.

Further they found that  fake list of faculty members and false bed occupancy reports were prepared.

CBI in a charge sheet said that Dhupia and Gupta got the signatures of "dummy faculty members" which were forged just to show full strength of the faculty members.

In year 2008
Now chargesheet is filed in 2012
Delay of 4 years why?

One of the reason is requirement of sanction from government if accused person is public servant.

Suggested Reform –

Expect Prime Minister CBI should have a right to arrest anyone with notice and court summons.
CBI should not require to obtain permission when permission is sought accused person gets the time to clean up evidence and destroy files and documents.

We have loads of corruption in England too, tis' terrible. People here are calling for mp's to be renamed 'public representatives' and that we disband the two party system since no one is a memeber of them now.

Interesting information.
Ambumani Ramdoss behaved like a dictator in Health Deptt. He deserves all the punishment.
