1- Rajender Kumar is a 1989 batch Indian Administrative Service officer who was appointed Principal Secretary to the Chief Minister in February 2015, when the Aam Aadmi Party took power for the second time. Like Arvind Kejriwal, Mr. Kumar is also an IIT alumnus. He is an alumnus of IIT Delhi in electrical engineering
2- Kumar was also secretary to Kejriwal during his previous stint as CM in 2014
3- Kumar was also secretary in Urban development department and handled other departments like power and transport during Sheila Dikshit government.
4- He also worked as chairman-cum-managing director in Delhi Trasnco Limited.
5- Secretary cum commissioner, Delhi Transport authority, secretary health, commissioner trade and taxes.
6- Awards – 2008 - Prime Ministers Award for Excellence in Public Administration.
Complaint against Rajendra Kumar
AAP Man Ashish Joshi filed complaint against Rajendra Kumar.
Ashish Joshi was sacked by Mr. Kejriwal in May as member-secretary of the Delhi Dialogue Commission.
Ashish Joshi's complaint said the CBI should investigate Rajender Kumar's dealings when he was with the departments of education, IT and health in the Delhi government.
Kumar is accused of giving contracts worth crores to Endeavour systems, company formed by him.
Five contracts were allegedly given between 2007 and 2014 when Kumar served in Delhi Government departments. There were either no tenders or tenders were tweaked.
Kumar has been question by the anti-corruption branch of Delhi Government for his alleged role in the Rs.100 crore CNG fitness scam case in which the AAP government has been alleging the role of former CM Sheila Dikshit and LG Najeeb Jung
TI-India executive director Ashutosh Sharma told Mail Today following
"We had sent a letter to Chief Minister Arvind Kejriwal in May this year after we received a complaint charging IAS officer Rajendra Kumar with involvement in serious cases of graft. Though we do not wish to disclose the name of the complainant at this point of time, we have also not received any response from the CM,"
Copies of the letter had also been marked to Lieutenant Governor of Delhi Najeeb Jung, Prime Minister Narendra Modi, President of India Pranab Mukherjee and the chief vigilance commissioner (CVC).
Letter was written on May 27, 2015.
"Recently, we have received an anonymous complaint about Shri Rajendra Kumar (IAS AGMUT Cadre) alleging corruption issues as well as disproportionate assets; Complaint is addressed to Hon'ble Lt. Governor, Delhi. Our organization requests you to kindly look into the issue and take necessary steps to ensure that if the allegations made against Shri Kumar are true, then appropriate steps should be taken against the accused. We urge you that refer this case to appropriate investigating agency," TI's letter to the chief minister, dated May 27, 2015, had said.
Why CBI Raided the CM office?
CBI Received complaint from Delhi Anti-Corruption Bureau, based on complaint by bureaucrat Ashish Joshi.
CBI raided 14 places.
CBI booked him under charges of criminal conspiracy and criminal misconduct.

AAP said that they were trying to unearth shady dealing and corruption indulged into by Finance Minister Arun Jaitley, Modi Government unleashed the Central Bureau of Investigation as its political weapon and conducted a raid in the Delhi Chief Minister Arvind Kejriwal’s Office.
AAP said secretariats 3rd floor sealed off, it has office of CM Kejriwal and his staff including Kumar.
The CBI officers scanned files of the Chief Minister’s office relating to corruption in the dealings of Delhi District Cricket Association (DDCA). Aam Aadmi Party Government had initiated a probe into the DDCA scam on a complaint filed with it.
Files related to this probe were in Chief Minister’s Office and this was the precise reason that the CBI, under Modi Government, raided the Chief Minister’s office on pretext of investigating a case related to the dealings of Chief Minister’s Principal Secretary Rajendra Kumar between 2007 and 2014, much before Arvind Kejriwal taking over as Chief Minister of Delhi.
Kejriwal declared the CBI raid as an "undeclared emergency", he also went on to suggest that Kumar was being netted by the premier investigating agency as he was the CM's officer. "My question-had Rajender not been my secretary, then wud he have been raided? No. Then who is the target-Rajender or me,"
