Arun Bhatia IAS ret., Ex-Divisional and Ex PMC commissioner is contesting the Lok Sabha election from Pune from Peoples Guardian Party
Below are the Arun Bhatia’s 15 Point Plan for New Pune
1-
Drinking water versus irrigation
Water for all in pune will be enforced by court action, if necessary to achieve this water will be partially diverted from irrigation
2-
Water distribution system in old Pune city –
Old perforated underground pipes which are a health hazard will be replaced as polluted water enteres the pipes during low pressure.
A budget provision for this was proposed when Bhatia was commissioner for a few weeks but it was not approved
3-
Problems of housing societies –
Builders violating agreements with buyers regarding provision of facilities etc. will be black listed and barred from construction within pune corporation limits. Pending applications, complaints in the office of the Registrar Co –operative Societies will be prioritized and speedy disposal will be enforced.
4-
Modern Waste management-
A garbage [solid waste] disposal, recycling system will be set upand the practice of dumping will be stopped.
5-
River cleaning –
Sewage treatment plants will be installed and old non-functional ones will be replaced to stop raw sewage flowing into the river. A budget provision for this was proposed when Bhatia was commissioner for a few weeks but it was not approved.

Upgrading hospitals and equipment-
A budget provision for this was proposed when Bhatia was commissioner for a few weeks but it was not approved.
7-
Slum ressttlement-
On site slum resettlement will be enforced, if necessary through court action where ever slum lords/politicians casuse obstruction
8-
Social/physical audit of municipal works –
Roads and civil construction workds executed by the Muncipal Corporation will by physically measured and tested to verify quantities and quality [specifications] through an independent agency. In the Present system the audit department only checks vouchers and measurement certifications prepared by the Municipal Engineers themselves. The same person cannot be allowed to execute and check his own work. This is fundamentally bad governance. Bhatia was about to do this but he was removed from the post of Commissioner by the Municipal Councilors.

Use of special MPs fund –
The fund will be used in consultation with the citizen committees to be set up.
11-
25,000 citizens to participate in governing Pune
Citizens will become owners of their city.
Committees of 10 to 20 citizens will be formed to monitor government departments.
About 1500 citizen committees will monitor physical audit of roads and PMC works, hospitals, citizen complaints, implementation of the development plan, lodging of PIL where necessary , full utilization of funds especially grants from the centre, slum resettlement etc and formulate a ward-wise citizens Budget for the PMC

Safety and Security especially for women and senior citizens –
Citizens committees will be attached to each police station to verify complaints lodged in police stations and action taken by the police.

Gender Justice –
Womens Grievance cells would be set up for complaints pertaining to women including domestic violence and inheritance.
The complaints would be registered, monitored and followed up with the police and the central and state women’s commissions and the Human rights commission.

Metro for mass transport, airport expansion and ring road-

Transform pune into a modern city and tourist destination-
This would also provide jobs, ease social tensions and yield good income to the corporation and the private sector
