The Government of Maharashtra, then Higher Technical Education Minister Dilip Walse Patil, his Deputy Anees Ahmed and the bureaucrats issued illegal, immoral Government Orders, G.R. and gave draconian powers to a PRIVATE COMPANY (according MKCL & GOM) Maharashtra Knowledge Corporation Limited to exploit millions of
I) State Government Employees.
ii) The applicants, new recruits, the existing employees of all the Semi-Government, Government, and local authorities.
iii)Teachers, students of universities.
iv)Others.
It is scam of Rs 2000 crores Dr Somaiya reiterated. The Maharashtra Government, the then Higher Technical Education Minister Dilip Walse-Patil, his Deputy Anees Ahmed and the then Secretary/Officials of Higher Technical Education Department issued half a dozen GRs and gave authority, draconian power to MKCL to control these entrants numbering millions, to make it compulsory for them to undertake any MS-CIT Course of MKCL. MKCL charged thousands of rupees from its entrants exploiting the monopolistic power extended to them.
Corrupt Practices
The then Higher Technical Education Minister Dilip Walse-Patil,used his power and authority in monopolistic manner for the benefit of MKCL.
Shri Patil was also used to be Chairman of the MKCL & shareholder beneficiary of MKCL.
MKCL was founded by the Government of Maharashtra in 2001-02.
Dilip Walse-Patil and other concerned Ministers and Bureaucrats were the promoters of MKCL in ex-officio capacity.
It was fully owned Maharashtra Government Company. From 2001 to 2003 Government of Maharashtra had issued various GRs, instructions compelling the Universities, Educational Institutions, Government employees and others to undertake the MS-CIT Course.
This resulted into abnormal scandalous profit to MKCL. In & around 2004 the MKCL started issuing its shares to politicians, ministers, bureaucrats and others in scandalous manner.
Now the Government of Maharashtra says since MKCL is a private company Government of Maharashtra has nothing to do with it.
The Ministers, Bureaucrats, Officials misused their positions for the benefit of few individuals, charged Dr Somaiya.
As the government floated the MKCL how these highly influential persons got shares allotted in their individual names?
This is nothing but a glare example of financial irregularities, corruption
SCAM OF MKCL
Maharashtra Knowledge Corporation Limited-MKCL, was a company incorporated by the Government of Maharashtra, through Department of Higher and Technical Education, Maharashtra (“DHTEM”), for creating network-awareness of Information Technology in the Educational Institutions. Shri DilipWalse Patil and Anees Ahmed than ministers and five other officials were founder, promoters of the MKCL in the capacity as Ministers/Officials.Overall Dividend declared from 2003 onwards: 10.58 crores.
Share Holding of Shri DilipWalse Patil than Minister Higher Tech Edun.
Shri DilipWalse Patil applied & was allotted 10000 shares in 2004 in individual capacity. Once again in 2006/2007 Shri Walse Patil applied & got allotted 12000 shares of MKCL in individual capacity. Against these, he had got Bonus Shares of 15000 Shares in due course. He held 37000 Shares till 6 February 2007 in his name. subsequently he transferred these shares in non-transparent manner to Shri Avinash Patil of Aurangabad reason& person known to him only. Today valuation of these shares comes to Rs 9 crores.
Details of Shri DilipWalse Patil Share Holding in MKCL
As per present norms of Capital Market, the valuation of MKCL comes to Rs 2000 Crores. MKCL have 8080195 Equity Shares at present i.e. the market value of each share comes to Rs 2,500. Market value of 37,000 shares would be Rs 9 crores.
Shri Walse Patil had paid Rs 2,20,000. Total dividend paid by MKCL against these shares amounts to Rs 5 lac till now.
Share Holding of Shri ANEES AHMED than Minister of State
Like Shri Walse Patil, his deputy also in non-transparent manner got thousands of Shares of MKCL. He got it these shares allotted in the name of his children.
Shri Anees Ahmed got allotted MKCL Shares in the name of his 3 children. Presently they hold 1,11,000 shares of MKCL.
He has paid Rs 5.40 lacs & earned dividend of around Rs 15 lacs till now.
As per the norms of capital market, the market value of Shri Anees Ahmed shares would be around Rs 27.75 crores.
