Coalgate Scam – Prime Minister decided not to go with competitive bidding procedure use screening committee

Year 2005 –

The Union coal ministry said that inviting competitive bids will help the government tap for public purpose a part of the "windfall profit" that accrued to companies which got captive coal blocks under the screening committee procedure.

The Union coal ministry also said that allocations by the screening committee were criticized for lacking transparency and objectivity.


Times now reported that Prime Minister's Office (PMO) decided to persist with the controversial practice of allocating coal blocks by the screening committee procedure despite concerns expressed by the coal ministry.

On July 25, 2005 –

Central government officials at the meeting were clearly in favour of competitive bidding as a selection method for allocation of coal and lignite blocks for captive mining.

PMO held a meeting chaired by principal secretary to the Prime Minister, T K A Nair to discuss "competitive bidding as a selection method for allocation of coal and lignite blocks for captive mining".

The meeting decided that the "ministry of coal may continue to allot coal blocks for captive mining through the extant screening committee procedure till new competitive bidding procedure becomes operational".

The note points out that minutes of the PMO meeting were approved "by the PM in his capacity as the minister of coal".

This means that Prime Minister Manmohan Singh approved a decision in July 2005 that the ministry of coal should continue to allot blocks for captive mining through the screening committee procedure.

Above revelation clearly shows that everyone knew that giving free coal blocks using screening committee is a wrong method.

No auction means right to do corruption
Discretionary power to politician means right to do corruption
screening committee procedure means right to do corruption.

Now it is 2012, why Congress government delayed amendment of Coal Mines Nationalization Act, 1973 which would have enabled competitive bidding procedure

Honesty will resign Dishonesty will argue.
Honesty will confiscate and Cancel all coal blocks and Dishonesty will do nothing.
