Rs 5754 crore NRHM Health Scam CAG Report Rs 5754 crore is not accounted for in UP in National Rural Health Mission (NRHM) scam
The National Rural Health Scheme is to reform the health system but I feel when there is no health system what they are going to reform.
The Samajwadi Party was in power when NRHM was launched in the state in 2005.
The BSP took over in 2007.
In November 2011 the Allahabad High Court directed the CBI to conduct an inquiry into the misuse of the NRHM funds in UP.
The CBI has been probing irregularities in funds disbursed to 72 CMOs across UP.
The CAG report is with the Uttar Pradesh Governor. The report includes NRHM in UP from April 2005 to March 2011.
CAG has found that at least or say minimum Rs. 5754 crore is not accounted for in Uttar Pradesh in the National Rural Health Mission (NRHM)
NRHM SCAM amount = Rs. 5754 crore it may get reduced or it may increased.
CNN reported scam amount Rs.5754 Crore, Hindu reported scam amount Rs.4900 Crore.
Following are the findings of the CAG report.
1. According to report the NRHM did not follow CVC or SC guidelines regarding NRHM.
2. Selection and awarding works to construction agencies was on nomination basis.
3. the UP health committee did not follow NRHM norms
4. 550 medical centres were sanctioned, but not built.
5. False tenders were floated for buying vehicles.
6. It says that the Shahjahanpur District Magistrate's car was shown as being used for vaccine delivery.
7. Between 2008 to 2011 – an unauthorized society was formed Programme Management Society - through which about Rs 1,546 crore was siphoned off
8. The state health society (SHS), part of the family welfare department, was the nodal agency that released NRHM funds to PMS and not to executing agencies.
9. Instead of releasing funds directly to executing agencies, the state health society released Rs 1,546.09 crore (Rs 1170.78 crore for civil works during 2009-11 and Rs 375.31 crore for procurement during 2008-11) though Programme Management Society, an unregistered society
10.The state’s expenditure on NRHM between April 1, 2005 and March 31, 2011 was Rs8657.35 crore. But the accounts of the State Health Society (SHS) didn’t give a fair representation of how the money was used.
When there is no punishments if guideline is not followed then I do not think one has to follow them, one should throw them in dustbin.
A good guideline should become the law and law should end up saying if any politician or government officer is found breaking the guidelines the Court will assume the person has done corruption and won’t need any further proof to punish.
He will be sentenced to 1000 Years of Jail term and with him every officer will go to jail who has signed that contract who signed that file.
Guideline = Good Guideline which ends with punishment, mandatory punishment.
Regarding this case what will happen?
CBI has started inquiry and filed cases.
The cases will not be decided quickly and may be after 50 years the result will come thus
Justice delayed is Justice denied.
Lets see how many days the criminals when arrested stay in Jail until they get the bail.
For many Indians in India bail means the criminal is acquitted.
The reason is the case will not be decided in next 10 or 40 years.
So indirectly criminal is acquitted and he is found not guilty by Court.

We have many debates like this in my country too. Some of it is never resolved. Hopefully it works out the right way for your country.
IN THE GANGOTRI OF CORRUPTION CORRUPT TAKES A DIP AND GETS PURIFIED THROUGH TIHAR AND BAIL.
Bail gives immunity to the corrupt because of the pronged delivery system of bringing the corrupt to justice.
