In Depth 400 Crore Vyapam scam Medical Recruitment Scam admission scam

Vyapam Scam = pre-medical examinations scam plus the scam extends to recruitments in several government departments where appointments were given in exchange for bribes.

Vyapam (VYAVSAYIK PAREEKSHA MANDAL) is the Professional Examination Board of Madhya Pradesh, India that conducts various tests for admission to professional courses and streams.

The Madhya Pradesh Professional Examination Board is a self-financed, autonomous incorporated body of State Govt. The Government has re constituted the Board of Directors for taking decisions on policy and organizational matters through Madhya Pradesh Professional Examination Board Act. 2007

The Madhya Pradesh Professional Examination Board was initially set-up as Pre Medical Test Board by Government of Madhya Pradesh in the year 1970.

Later, in the year 1981, Pre Engineering Board was constituted. Soon after, in the year 1982 both these Boards were amalgamated and named as Professional Examination Board (P.E.B.).

Professional Examination Board by Govt. Order No.1325-1717-42-82 dated 17.04.1982 has been assigned the responsibility of conducting entrance tests for admission to various colleges in the state

How Medical Scam Happened ?

While taking the exam, the candidates left answer fields in their optical mark reader (OMR) sheets blank.
The officials in the systems wing of the board later marked the correct answers on the sheets, paving the way for the candidates to be admitted in medical courses.

The other idea employed to fool the systems was to manipulate seating arrangements in the examination halls. ‘Scorer’ candidates largely those who had cracked the PMT before were made to sit close to the ‘beneficiary’ candidates so they could copy correct answers.

Records found in computers of the MPPEB official helped a special task force (STF) to find the candidates on those using unfair means to secure admissions.

Former exam controller Pankaj Trivedi and systems analyst Nitin Mahindra of the board maintained records of all candidates whose parents had paid bribes.

Though the two had deleted the data detailing the bribes, the cops managed to recover the information with help of a forensics team.

Indore-based whistle-blower Anand Rai claimed the examination racket was running since 1994.

The probe into the scam began in Indore last year with complaints of a security breach at the MPPEB. As the investigation by the crime branch gathered steam, it was found that several people led by two doctors — Jagdish Sagar and Sanjeev Shilpkar — were involved in rigging the PMT for years

Investigations suggested that more than 750 students were cleared in the PMT through fraudulent means in 2012 and 2013 alone.

Madhya Pradesh high court, Jabalpur has directed special task force (STF) to submit weekly status report about investigations into frauds in different recruitment examination conducted by MP Professional Examination Board (MPPEB) since 2006.

Medical Scam –
So far, 1,087 ‘fraudulent’ admissions to medical colleges have been cancelled in the state.

The parents of these students allegedly paid huge sums of money to agents and officials of Madhya Pradesh Professional Examination Board (MPPEB) in lieu of getting their wards admitted in government medical colleges by adopting unfair means.

Madhya Pradesh Professional Examination Board (MPPEB) is responsible for conducting all entrance and recruitment tests in the state.

A Special Task Force has been constituted for an investigation into the Vyapam scam which had detained Laxmikant Sharma, a former state technical education minister, for interrogation.

Laxmikant Sharma on Monday resigned from BJP after he was sent to four days of police remand by a local court after his arrest in connection with the Madhya Pradesh Professional Examination Board (MPPEB) scam.

The STF said it has to match the names of candidates against whom his name was mentioned following recovery of date from a hard disk, which was sent by the agency to the Gandhi Nagar (Gujarat) based forensic laboratory.

The contractual teacher’s examination was conducted by the MPPEB.

The PMT was conducted by Madhya Pradesh Professional examination Board (MPPEB) whose top officials were already arrested by the STF since the scam surfaced in 2013.

The exam was conducted by MPPEB and Sharma was its Minister in-chagre in his capacity as the then Technical Education Minister in the last BJP government in the state.

Over 100 students who allegedly cleared the Pre-Medical Test (PMT) through unfair means have been arrested by the Special Task Force from different districts of Madhya Pradesh

The arrests were carried out after Madhya Pradesh High Court, which is monitoring the probe in the VYAPAM scam case, directed the STF to submit a status report in the matter on June 30

Media reported that Even as the high profile teacher's recruitment scam in Madhya Pradesh is being linked to Chief Minister Chauhan’s wife, Sadhna Singh, the Congress has dragged Union Water Resources Minister Uma Bharti's name into it as well.

The name of the CM's former personal secretary, Prem Chand Prakash, is also under the scanner for allegedly getting his daughter admitted in the MBBS course with the help of the PMT racket. Dhanraj Yadav, who was officer on special duty (OSD) to governor Ram Naresh Yadav, has also been arrested in the case.

During a press conference, Congress spokesperson KK Mishra reportedly disclosed the call details of the central minister blaming her of using political influence for 15 admissions in government jobs.
