Political Manifesto can it be made legally binding on Political Parties

Manifesto is nothing but showing a dream to citizens

Manifesto is derived from the Italian word manifesto, itself derived from the Latin manifestum, meaning clear or conspicuous.

Its first recorded use in English is from 1620, in Nathaniel Brent's translation of Paolo Sarpi's History of the Council of Trent: "To this citation he made answer by a Manifesto"


Manifesto meaning –
1-
A public declaration of intentions, opinions, objectives, or motives, as one issued by a government, sovereign, or organization.

2-
A solemn declaration, by the constituted authorities of a nation, which contains the reasons for its public acts towards another.

Understanding Manifesto and Political Parties –

Most voters listen to political speeches and promises made by the politician through their manifesto after that they vote for the political party.

Regarding India majority will agree that Indian voters vote as per their caste and religion, caste and religion comes before the progress of nation and human rights.


Manifesto is not an affidavit of Political Party

Manifesto means just sweet talking without any results

If a 7 or 8 years kid is not listening to parents then they talk with him sweetly and fool them so he or she  can listen to them
Same case is with the Manifesto

Do not vote for any party for their speeches or promises they are just white lies

Nothing changes once an election is over all the political parties forget about Manifesto

Politicians start to live like a king and citizens start to live like a slaves of politicians

Regarding India and Manifesto Majority Indian common citizens will never ever dare to ask any question to political party and their leaders regarding promises made in the manifesto  as Politicians are the kings of India who control everything in India

Why Manifesto cannot be made legally enforceable?

Reason 1-

If Manifesto  is made enforceable then it will become a contract between voter and elected politician

In India it’s not legal to pay money to voter to get a vote

But in India all the laws remain on paper when it comes to politicians
Majority will agree that they know that xyz politician gave money in a nearby poor locality but no one will dare to say that

Majority know that XYZ politician gave a free lunch and sponsored the trips of a housing society  so they will vote for him, but no one will dare to oppose , enjoy free lunch and may vote for them

Reason 2 –
Who voted for whom should remain secret because of this it will become difficult to decide which voter voted for that xyz candidate who promised Rs. 5000 for one vote

Reason 3 –

Suppose Politician says that he will not attack neighboring country,
but neighboring country sends the terrorist who attack the nation
In this case the Politician who promised that he will not engage in war, he will also declare a war against the neighboring country


Because of above it becomes very difficult to make a promise made by Politician to his voter legally binding

Suggested Reform –

Creation of separate agency, a  Manifesto agency
Manifesto agency will release what politician has done regarding his manifesto
The Manifesto agency will release report on manifesto 4 times a year with the name of a politician

Example  - Politician promised Police reforms   work towards that promise  0% 


This will keep tab on a politician and political party who promise anything in their manifesto

In this way citizens who are afraid of Politicians will get to know automatically what the political party dong to achieve the promises is made in the manifesto by them


USA -
The First Amendment to the U.S. Constitution guarantees freedom of speech, statements by political candidates are considered as Political Speech by the U.S. Supreme Court which gives such speech the highest level of protection under the First Amendment

Honorable Justice Brandeis famously said that the remedy is more speech not regulation of speech
If there be time to expose through discussion the falsehood and fallacies, to avert the evil by the processes of education the remedy to be applied is more speech, not enforced silence

The above declaration by Justice Brandeis has been quoted with approval in majority opinion of U.S. Supreme Court,

Regarding India We follow the policy of silence means the criminal or bad intent is never exposed and doing this we the citizens of India never know the truth about any historical research and research work is silenced by using the laws

I feel, these manifestos and their implementation (or not) should be monitored by a third-party agency and the results should be available for everyone to see (over the net/on request). The EC might want to do this.

But the question remains: Why is the common man not so much concerned about the unfulfilled promises by politicians?

People are concerned about their interests only. Common issues like power, food etc. are assumed free of repercussions.
It will be advisable if general people show concern on these common areas. Developing good will may be one way.
Politicians look forward to chamchagiri as they consider themselves as superior.
Why break head unnecessarily?
