BJP government bans sale of cows, Buffaloes at animal markets

BJP government has banned the sale of cows and buffaloes for slaughter through animal markets, rules that will hurt millions of poor farmers and squeeze supplies to the country’s meat industry.

Regulation of Livestock Markets Rules 2017, the notification issued under the Prevention of Cruelty to Animals Act stipulates the registration of animal markets and constitution of market committees and sets standards for handling and controlling the animals and monitoring their health.

The new rules do not apply to license breeding business which is done by Rich Indians.

The new rules do not amount to a blanket ban on cattle trade or their slaughter, and license breeding remains legal.

The central regulation for cattle business notified this week allows only farmland owners to trade at animal markets. The notification covers bulls, bullocks, cows, buffaloes, steers, heifers and calves, as well as the camel trade.

The rule says “young” and “unfit animals” cannot be sold.

Now on for trading it will be like license Inspector Raj, poor farmers and Muslim traders will need to do lots of paper work both seller and buyer will have to produce identity and farmland ownership documents.

The regulation makes it mandatory for veterinary inspector to certify proper loading and unloading of animals to ensure they are not cramped inside trucks. The inspector can mark any animal unfit for sale.

After buying a cow, a trader must make five copies of proof of sale and submit them at the local revenue office, the local veterinary doctor in the district of the purchaser, animal market committee, apart from one each for seller and buyer.

The rule also prescribes about 30 norms for animal welfare in markets, including water, fans, bedding, ramps, non-slippery flooring, veterinary facility and separate enclosure for sick animals.

The environment ministry’s eight-page rule also bans setting of animal markets within 50 km of an international border and 25 km of a state border. Taking animal outside the state will require special approval of the state government nominee.

No animal market will now be able to run without approval of district animal market committee to be headed by a magistrate and having two representatives of government-approved animal welfare groups.

The rules, notified by the ministry of environment, will have to be implemented within three months across the country, including Kerala, which allow cow slaughter.the new central rules are notified under the Prevention of Cruelty to Animals (PCA) Act of 1960 that gives the Centre power over animal welfare.

Who will get affected?
Poor Farmers, lower caste Indians, Dalits, Muslim meat and leather traders both will get affected and suffer because of this law. As now it is banned  to sale cows, Talibani type of cow protectors will beat or murder the person who will bring his cow or buffalo for sell in the animal markets.
Now it has become very risky for poor farmers or Muslims to travel to animal market with cows for legal sell.

Is it right move by BJP government?
I do not support this move as this will bring Inspector Raj how can we expect uneducated Indians to fulfill formalities.We can only support this if it includes the clause like if any Inspector or Doctor is found taking bribe and farmer gets him caught red handed in such a case that farmer will get reward of Rs. 10 Crore from Prime Ministers Fund in 24 hours or amount will double each day and it will become compulsory for Government of India to pay that reward to that farmer.
The above notification is just only one sided. One more step towards the Hindu Nation.
