Supreme Court Appoints Vinod Rai as committee chief to run BCCI

Supreme Court Appoints Vinod Rai as committee chief to run BCCI
The Supreme Court on January 2,2017 removed president Anurag Thakur and secretary Ajay Shirke for trying to hinder the smooth implementation of the Lodha panel's recommendations.

The bench had asked BCCI and the Centre to give the names in sealed cover by January 27 and posted the matter for hearing on January 30. Anil Divan and Gopal Subramaniam had submitted names of nine administrators in a sealed envelope to the apex court.

To bring transparency and remove the corruption from BCCI on Monday Supreme Court of India appointed a four-member panel of administrators led by former Comptroller and Auditor General of India Vinod Rai and includes the legendary women test cricket player, Diana Edulji.
Besides Mr.  Rai and Ms. Edulji, the Supreme Court appointed noted historian Ramchandra Guha and IDFC Ltd MD and CEO Vikram Limaye, who is expected to provide the committee with expertise in financial matters.

Four-member panel administrators will function as the new interim bosses of the BCCI and run the day-to-day administration of BCCI till the Lodha reforms are fully implemented and elections are held.

The administrators will take over the management of the BCCI, which was being conducted by the board’s CEO under the orders of the court while the panel was being constituted. Henceforth, the CEO and all other BCCI officials, concerned with the board’s daily affairs, will have to report to the administrators.

The BCCI CEO has to submit the report to the new Committee within a week. Following which, the panel of administrators has been given four weeks time to scrutinize the compliance achieved and report to the Supreme Court in four weeks.

The Lodha Committee secretary and advocate Gopal Sankaranarayanan was asked to give the BCCI CEO a check-list of 16 timelines the Lodha panel had prepared for the BCCI and State associations to implement the reforms within the cricket body. The CEO would consider the timelines to prepare his compliance report.

Supreme Court Bench appointed Amitabh Choudhary and Anirudh Choudhary — both BCCI nominees — and Mr. Limaye to represent BCCI in the crucial ICC meet due in February first week.

About the role of the Lodha Committee after appointing the administrators, the bench said the panel will still be in place and functional. The court said it might need their assistance in case of policy matters and if some “typical situations” arise in the future.

Former chief CAG Vinod Rai and his team will face lots of opposition and hurdles from unhappy BCCI members.

The next date of hearing is March 27.
