Nothing is clear , Punishments are not clear, there is no Jail term , there is no punishment which will create the fear among officers so that they will do the work on time and forget about delay.

The citizen will run from this to that and at last he will say to his neighbor and kids that

Do not make complaints , go to agent and pay him and he will manage the officer and on time your work will be done.

Maximum punishment is Rs.50,000 only.

The officer will not lose his Job or pay a fine which will teach him a lesson as well as others also.

To get justice poor people can not even go to sessions court or high court how come they will go to Delhi or Metro cities.
