First Congress government passed the Lokpal bill in Loksabha.

Then it came to Rajya Sabha, In Rajya Sabha opposition got the majority so it was very difficult task for the congress to pass the weak Lokpal Bill in Rajya Sabha.

Government got the lot of time but it did not utilize it properly.

The BJP, Left parties and regional parties like BJD, JD (U) and AIADMK had already announced their opposition and intention to vote against it.

Even Mamta said no and demanded amendments.
Trinamool Congress opposed the provisions related to creation of Lokayukta by the Lokpal Bill.
Sukhendu S Roy, demanded deletion of all the clauses related to the Lokayukta in its entirety from the bill.

Roy said the party would oppose the bill in its present form.

The reality is no one wants a strong Lokpal bill including many educated people who understand the importance of Lokpal the reason is simple they got admission to good college by paying bribe as there family afforded it when they got less marks, then by doing business in corrupt country they made more money as they got money to invest in business.

Now they think that if Lokpal comes competition will increase and corruption will be reduced and their kids will not enjoy the benefits of corruption.

Thus Anna Hazare saw less support.

When the Lokpal bill was tabled in the Rajya Sabha the debate started at 11 am and it went up to 11. 30 pm nearly midnight.

Opposition parties ask the Chairman Hamid Ansari whether business of the House would remain in continuity at 12 when the extended time period of the Winter Session expires.
If he never replied clearly.

But at around 11.30 PM opposition parties increased the pressure on him then he adjourned the proceedings for 15 minutes.

When the House re-assembled 11.43 pm, Bansal said since the government has received 187 amendments,adjournments to the Bill, it needed time to study the same.

'Vande Mataram', is played when session ends normally.

But this time session was not finished and Chairman Hamid Ansari said that
I am afraid the chair has no option but to reluctantly...," Ansari said and announced the playing of national song 'Vande Mataram',
After the song was played, he said "the house stands adjourned sine die."

Now what will happen to the Lokpal Bill as it’s not clear and now winter session also ended.

Now it’s expected that Lokpal bill will be again tabled in Budget session and it will be passed.

Budget session will start in February 2012.

According to Chapter IV of Rules of procedure and conduct of business in the Council of states (Rajya Sabha):

13. Conclusion of sitting -
A sitting of the Council shall conclude at such hour as the Chairman may direct.

BJP's Arun Jaitley, the leader of the Opposition in the Rajya Sabha said that
The government is running away because it does not have the numbers,'

Hardly there are few people in India who are not corrupt .We are corrupt to the core . Except for few nobody wants Lokpal bill . Its for sure no matter what a strong lokpal bill will not get passed in near future .

sometimes I think instead of bill, we must start some movement for anti corruption in personal life..because we need to change the mindsets of people..

If bill is all we want, this can also be passed instantly. This has shown that corruption cannot be handled at the highest level alone, its only when people change, Govt. and their attitude will change. Naturally, through democracy - By voting out corrupt politicians.

The government promises to make amendments and try to get the bill passed in budget session.
BJP meanwhile has done the most childish insinuation of blaming Shri Hamid Ansari for that session in Rajya Sabha. Seems like some schoolkids are saying that principal is not good.
